German halftracks would be replaced with horsedrawn carriages, and stugs would be fill most of the german armored availability. Lets not act like Relic doesn't fluff up how powerful Germany was in the war.
You'd be just as likely to see an re2001/re2005 as you would a king tiger, and certainly see more of the best Italian fighters than elefants/jagdtigers or lmao the sturmtiger. they had some of the most capable fighters of the war, but they weren't in as plentiful numbers as other combatants. The p40 was comparable to the pz4, but it could fill a niche the developers make it around, and Italian aviation was not outdated. the panther would be far more of a trudging vehicle, not one that drives around like a ferrari, and of course would have better armor than a tiger (although admittedly coh3 can now show the side armor aspect, which gives the tiger an edge when acting as a breakthrough tank, while the panther will get penetrated boy Boys AT rifles from the side)
