there are other updates to each game and thats how it works, again i said read other post or complain to steam for lack of informations. Its not our job to reply or give detail explantion in how things is and work, 1 billion steam user and this start to keep happend and ppl will not get it, because of lack of explanation under steam download section and yet its been done this way.

Looking into the library now, there are local manifest (appmanifest, not update manifests) changes going on for games that are totally abandoned new properties are being added to the manifests that look to be related to the new, more efficient integrity recovery system that just went out on the Steam beta branch. There are threads at least as far back as August that I can find reporting the same. Download cache is empty, I check it frequently after a history of corrupted fragments. Well, as I said, have you cleared your download cache then? Because commonly when there's weirdness all of a sudden with downloads (it's usually stuff like downloads stopping, or not getting started), you clear the download cache. This isn't random updates this is more akin to the redist spam before Steamworks Common Redistributables was a thing. That's not counting the daily pushes of ~20 games for the past month.
I mean hell, just today I had ~50 games get 100KB or less updates with no manifests.
